I think that the PM function only becomes available after a number of posts by a new member. This is to prevent someone joining the list and immediately spamming everyone as has happened in the past. One of the admins can manually enable PM for a new member but by design it is not immediately available for new members.

Go to top left of webpage and click on "Member Control Panel", then scroll down and click on "Private Messenger" then click on inbox tab. Cheers
