My filament printer has a tolerance of 0.12mm which i used to print this.  If i put the smaller nozzle on i can get it down to 0.06mm. My resin printer will do 0.02mm standard.

So yeah it will get pretty close to what you want. Can print with threads but the threads are not that strong. Best to tap to the thread you need. Depending on what size i probably have a tap here.

I have a tap.
I am thinking that if the tolerances are good, the printed item could be housed in carbon fibre tube.

So would a silencer 38 mm diameter x 120 mm long for a .22 be do able?
